What did this page actually cost to open?

Two numbers matter and they are routinely confused: what came over the wire and what it became in memory. A cached resource cost nothing this load and standing it in at its decoded size makes the rows stop summing to the headline. Both bases are here, the ordering says which one it is using, and a cached row is a word rather than a misleading zero.

section#about

What this actually is

When a page feels heavy, when a budget has to be checked, and when somebody has claimed a bundle size that does not match what the browser fetched.

section#asked

Asked about this diagnostic

Why is a cached file zero?

Because it cost nothing this load. Standing it in at its decoded size would mix wire bytes with decompressed ones and the rows would stop adding up to the total - so it is nought on the transfer basis, drawn as a word.

Some rows have no size at all. Why?

A cross-origin resource without `Timing-Allow-Origin` withholds its sizes from the page. That is the server’s choice, and the row says "withheld" rather than reporting a confident zero.

Does the chip count match the rows?

Yes - the chips count the entries their own filter can reach, not a whole-page aggregate. A chip that counted something you could not then click through to is the bug that rule exists for.

Is this the same as the network panel?

It reads the same timing entries. What it adds is the grouping, the two bases kept apart, and an export you can hand to somebody.
